Entitle and Permits secured land use entitlement approval for a five-story Los Angeles development with 20 apartments and one accessory dwelling unit (ADU). We are now handling the project’s building permit processing.
TOC Tier 3 Approval
The project received approval under the City’s Transit Oriented Communities (TOC) Affordable Housing Incentive Program, Tier 3. The approved development includes two apartments reserved for Extremely Low Income households for 99 years.
The entitlement addressed several design constraints. Approved incentives allowed increased building height, reduced side-yard setbacks and reduced open-space requirements, supporting approximately 23,322 square feet of floor area.
Planning Determination and Environmental Review
Los Angeles City Planning issued its Director’s Determination in September 2026, approving the TOC request and adopting the project’s findings and conditions of approval. The determination also found the project eligible for a Class 32 infill exemption under the California Environmental Quality Act (CEQA).
Building Permit Processing Underway
With the Planning approval secured, our work continues through the permitting stage. Handling both phases provides continuity as the development moves from land use approval toward building permit issuance.
